In the November 2015 General Election, voters in Copperton, Emigration Canyon, Kearns, Magna, and White City voted to become metro townships served by the MSD. Voters in unincorporated islands voted whether to remain in unincorporated Salt Lake County and receive services from the MSD. The Town of Brighton incorporated in January 2020 as an MSD member. The total population of persons served by the MSD is 85,677.

The MSD is a special district providing municipal services to five metro townships, a town and unincorporated Salt Lake County. The member communities include:

Town of Brighton
Copperton Metro Township
Emigration Canyon Metro Township
Kearns Metro Township
Magna Metro Township
White City Metro Township
Unincorporated Salt Lake County

The MSD is governed by a Board of Trustees made up of five mayors and two council members from the communities.
